The best way to get started making games is to just start making games. With that in mind, a handful of the easiest free tools for solo game development are Twine, Klik & Play* and RPG Maker. Others may advocate different tools. If you have a vague idea of the style of game you want to make, it will be easier to make recommendations!
*this will be troublesome to run if you have 64-bit Windows.

Hey. Yeah, I think the best first step is to download a few different programs (I'd add Unity 3D to the list above, maybe Construct) and spend an hour or two with each, just to see if any of them click with you. You can think of any particular piece of software as its own separate medium, so the important thing to do is grab one and play with it.
